The Lampard Inquiry Financial Report

  1. Overview

The information in this report sets out the expenditure for the Lampard Inquiry for the period 27th October 2023 to 30th September 2024. This report covers the period from the inquiry’s conversion to statutory status in October 2023. Moving forward, the inquiry will produce financial reports in line with the future financial years.

From 27th October 2023 to 9th April 2024 the Lampard Inquiry was in its set up phase while the Terms of Reference for the inquiry were undergoing public consultation and final agreement by government. Total expenditure during this period was £1,026,209.11.

Total expenditure by the inquiry from 10th April 2024, following agreement of the Terms of Reference, to 30th September 2024 was £1,855,064.33, with a breakdown given in the table below:

  • Areas of spend explained

Areas of spend can be explained as followed:

  • Inquiry staff costs: this includes all salary costs of the inquiry secretariat team and the Chair of the inquiry, as well as staff expenses and training costs.
  • Legal costs: this includes the counsel to the inquiry and solicitor to the inquiry and their teams. This does not include S40 costs.
  • Accommodation costs: these are costs associated with the inquiry’s office premise and general admin costs.
  • Public Hearings and witness engagement costs: these are costs associated with delivery of the inquiry’s hearings such as venue costs, security and Audio-Visual support, in addition to any costs associated with witness engagement such as the cost of the inquiries emotional support provider.
  • IT, digital and communications costs: these are costs associated with the inquiry website and external communications support costs etc.
  • Specialist contractors: these are costs associated with specialists procured to provide advice to the inquiry, such as the inquiry’s Chief Psychologist and Assessors.

Please note that cost expenditure outlined above is based on the date invoices were paid rather than the point at which the cost occurred. All reported costs include VAT where applicable.
