Overview
The report sets out the Inquiry’s expenditure for the period 1 April 2024 to 31 March 2025. Since the previous financial report (which covered up to 30 September 2024), the Inquiry has progressed through evidence gathering, preparation and Public Hearings.

The total expenditure for the FY 2024-2025 was £7,556,398.84, with the breakdown given in the table below:

Areas of Spend Explained
- Inquiry staff costs: this includes all salary costs of the Inquiry secretariat team and the Chair of the Inquiry, as well as staff expenses and training costs.
- Legal costs: this includes the Counsel to the Inquiry and Solicitor to the Inquiry and their teams. This does not include Section 40 costs.
- Section 40 costs: these are costs associated with the legal representation of the Inquiry’s Core Participants in line with the Inquiry’s Protocol on Legal Costs.
- Accommodation costs: these are costs associated with the Inquiry’s office premise and general admin costs.
- Public Hearings and witness engagement costs: these are costs associated with delivery of the Inquiry’s hearings such as venue costs, security and Audio-Visual support, in addition to any costs associated with witness engagement such as the cost of the Inquiry’s emotional support provider.
- IT, digital and communications costs: these are costs associated with the Inquiry website and external communications support.
- Specialist contractors: these are costs associated with specialists procured to provide advice to the Inquiry, such as the Inquiry’s Chief Psychologist, Independent Assessors and Experts.

Notes on Financial Figures
Every effort has been made to ensure that the figures set out here are accurate as at the report’s publication date. Expenditure is recognised when supplier invoices are received and processed, rather than on a cash received basis.
Timing of expenses
All costs are recorded on the date invoices were paid, not necessarily the date the expenditure was incurred. Where applicable, amounts include VAT.
Publication cycle
Financial reports will be published annually, aligned with the UK financial year (1 April to 31 March).
