Background Presentations to Inquiry Hearings

The Inquiry has commissioned two presentations, produced by The King’s Fund and National Collaborating Centre for Mental Health, which are now available to view below. These presentations have been delivered by leading professionals in the field, offering insights into the evolving landscape of mental health inpatient care over 24 years.

Both presentations serve as an introduction to the complex themes the Inquiry will explore in greater detail during the public hearings. Their purpose is to provide all Core Participants and observers to the Inquiry with background knowledge of the regulatory and clinical context, relevant to issues the Inquiry is considering.

The King’s Fund Presentation

Delivered by Dr. Helen Gilburt, a Fellow in the Policy Team at The King’s Fund, this presentation explores the national legislative and regulatory framework underpinning NHS mental health inpatient care during the period in question. Dr. Gilburt brings over two decades of expertise, supported by her team at this independent charity, to provide clarity on key policies, guidelines, and structures that shaped the delivery of care across England.

National Collaborating Centre for Mental Health Presentation

This presentation is presented by Professor Steve Pilling, Professor of Clinical Psychology at The University College London and Professor Tim Kendall, NHS England’s National Clinical Lead for new models for Mental Health care.

With a focus on excellence in clinical standards, this seminar explores the evolution of NICE guidelines and other key national care standards relevant to mental health inpatients. The National Collaborating Centre for Mental Health presentation explains the development and significance of these guidelines, offering an essential foundation for understanding the expected quality of care.

The NCCMH highlights 21 guidelines which may have been most relevant to inpatient care over the period: 15 of which remain in use and are available on the NICE website along with a record of any updates or adjustments to these guidelines, and 6 of which have been superseded and are provided here.

Please note the 6 guidelines provided here are historic and are no longer in use. They are provided as they are relevant to the period that the Inquiry is investigating. The Inquiry intends to update this page with the 6 historic guidelines once these have been received.
